With over a decade of experience in population health, health equity, strategic planning,
advocacy, and community engagement, Mark V. Mooney is a seasoned public health leader
dedicated to driving meaningful change.
As the founder and principal consultant of The Gray Owl Public Health Services, Mr. Mooney
has spearheaded large-scale healthcare initiatives that bridge the gap between community
needs and policy-driven solutions. His expertise spans the development and implementation
of transformative programs, including the Community Health Workers Training Program and
the National Hypertension Control Initiative (NHCI) in collaboration with the American Heart
Association National Center. He excels in coalition building, stakeholder engagement, and
delivering technical assistance to federally qualified health centers (FQHCs), ensuring that
public health efforts are both practical and sustainable.
A strategic thinker with a data-driven approach, Mr. Mooney has successfully led process
improvements, multi-year projects, and policy-driven solutions that enhance community health
outcomes. His work in health equity includes contributions to the City of East Point Urban
Agricultural Plan, where he leveraged policy and community engagement to advance
equitable access to health resources.
Mr. Mooney holds a bachelor’s degree from the University of Massachusetts Boston and
master’s degrees from Morehouse School of Medicine (MPH) and The Ohio State University
(MA). His dedication to public health has earned him numerous accolades, including the 2024
City of East Point Health Champion Award, recognition as a 2022 Top 10 Alumni Giving
Graduate in Public Health, and the 2020 Morehouse School of Medicine MPH Professional
Achievement Alumni of the Year.
